However, the agreement has faced severe challenges since the United States withdrew in 2018 under the Trump administration, after which Iran resumed enrichment activities at higher levels.

Uranium enrichment represents the most technically challenging and internationally sensitive aspect of nuclear programs. Enriched uranium can be used for peaceful purposes such as power generation, but highly enriched uranium can also be used for nuclear weapons. The statement also reflects domestic political considerations within Iran. Nuclear program leadership makes bold declarations to satisfy domestic constituencies that value resistance to international pressure and assertion of national sovereignty over nuclear activities. Public firmness about continuing enrichment demonstrates resolve to Iranian citizens and political constituencies.
